Role Overview

The Site Safety and Health Officer (SSHO) / Safety Manager serves as the primary on-site safety and occupational health authority for the P-999 Design-Bid-Build (DBB) Advanced Microgrid construction project at Naval Support Activity (NSA) Souda Bay in Crete, Greece. This position is responsible for planning, executing, and enforcing the project's safety program in strict compliance with NAVFAC UFGS 01 35 26 (Governmental Safety Requirements), USACE EM 385-1-1, and applicable OSHA standards. To maintain mandated safety oversight independence, the SSHO reports directly to the corporate Safety Director (or designated company officer) and maintains a peer-level collaborative interface with the Project Superintendent and Construction Quality Control (CQC) System Manager.

Key Responsibilities

1. Safety Program Implementation & Hazard Analysis

• Implement, enforce, and update the project's comprehensive Accident Prevention Plan (APP) across all active work sites to align field operations with NAVFAC safety specifications. (Primary Artifact: Approved Project Accident Prevention Plan [APP])
• Develop, review, and maintain Activity Hazard Analyses (AHAs) for all definable features of work—specifically prioritizing high-risk operations such as medium-voltage splicing, carport structural steel erection, and heavy rigging—to proactively mitigate field safety hazards. (Primary Artifact: Approved Activity Hazard Analyses [AHAs])
• Conduct and document mandatory on-site safety orientations, weekly toolbox talks, and pre-task safety briefings for all contractor and subcontractor personnel to establish and sustain a zero-incident project safety culture. (Primary Artifact: Safety Training Logs & Attendance Sign-off Sheets)

2. High-Risk Electrical, Mechanical & Civil Safety Oversight

• Enforce electrical safety protocols and NFPA 70E compliance standards during the installation, testing, and commissioning of solar PV arrays, medium-voltage utility lines, switching stations, and Battery Energy Storage Systems (BESS) to prevent hazardous energy releases or arc-flash incidents. (Primary Artifact: Energized Electrical Work Permits & Lockout/Tagout [LOTO] Logs)
• Oversee civil excavation, utility trenching, and grading safety programs for underground conduit routing to verify proper protective systems, sloping, benching, and utility location clearances are maintained. (Primary Artifact: Daily Trenching & Excavation Inspection Logs)
• Supervise critical crane rigging, hoisting, and structural lifts of heavy BESS enclosures, substation foundations, and steel carport assemblies as the designated Competent Person to prevent rigging failures or crane tipping hazards. (Primary Artifact: Critical Lift Plans & Pre-Lift Inspections)

3. Site Inspections, Audits & Incident Management

• Conduct continuous daily safety walkthroughs and physical inspections of all active work areas to identify, document, and immediately correct non-compliant conditions or unsafe acts. (Primary Artifact: Daily Site Safety Inspection Reports)
• Issue and track formal Safety Corrective Action notices to subcontractors to resolve safety deviations and document permanent hazard mitigations. (Primary Artifact: Safety Deficiency Tracking Logs)
• Lead comprehensive accident, near-miss, and hazard investigations in the event of an on-site safety incident to determine root causes, prepare NAVFAC-mandated incident reports, and implement corrective actions. (Primary Artifact: ENG Form 3394 / Accident Investigation Reports)

4. Client Interface & Administrative Compliance

• Serve as the primary site safety liaison with NAVFAC EURAFCENT safety representatives, base security, and local emergency response services to ensure seamless communication and coordinate emergency drills. (Primary Artifact: Emergency Action Plans & Joint Safety Drill Records)
• Compile and submit daily and weekly safety metrics, man-hours, and safety reports to integrate directly into the Master Daily Construction Quality Control (CQC) logs. (Primary Artifact: Daily SSHO Activity Logs)

Required Qualifications

• Experience Threshold: Minimum five (5) years of continuous construction industry safety experience in supervising or managing general construction safety programs, with demonstrated field-enforcement authority.
• General Safety Credential: Verifiable OSHA 30-Hour Construction Safety course card (or documented commitment to obtain/renew the credential within 30 days of contract award).
• EM 385-1-1 Training: Successful completion of a formal 40-Hour EM 385-1-1 Construction Safety Course, with a valid certificate (or documented commitment to complete a certified course within 30 days of hire).
• Technical Safety Competency: Documented working knowledge of EM 385-1-1, OSHA Part 1926 standards, and NFPA 70E (Electrical Safety in the Workplace) requirements.
• Language Proficiency: Professional English fluency (written and verbal), sufficient to author technical safety reports, draft AHAs, and interface directly with NAVFAC contracting and safety officers.
• Security & Citizenship: Citizenship of a Greek, European Union (EU), or NATO country, with the ability to clear background checks for unescorted base access to NSA Souda Bay.

Preferred Qualifications

• Agency Experience: Prior experience serving as an SSHO on NAVFAC EURAFCENT, USACE, or other U.S. military infrastructure projects
• Technical Domain Expertise: Proven experience managing safety programs on medium-voltage electrical systems, substation construction, utility-scale photovoltaic (PV) generation, and commercial Battery Energy Storage Systems (BESS).
• Professional Certification: Certified Safety Professional (CSP), Associate Safety Professional (ASP), or Construction Health and Safety Technician (CHST) credential issued by the Board of Certified Safety Professionals (BCSP) (or local European safety equivalent).
