Role Overview

The Project Superintendent serves as the lead on-site production and field operations authority for the P-999 Design-Bid-Build (DBB) Advanced Microgrid construction project at Naval Support Activity (NSA) Souda Bay in Crete, Greece. Operating as the primary coordinator of field execution, this role ensures all on-site civil, structural, and electrical construction works are completed in accordance with NAVFAC contract specifications, design documents, and strict safety guidelines. The Project Superintendent reports directly to the Project Manager and maintains a constant, collaborative interface with the on-site Quality Control (QC) Manager and Site Safety and Health Officer (SSHO).

Key Responsibilities

1. Field Execution & Subcontractor Coordination

• Direct daily on-site field production and subcontractor operations to ensure technical execution aligns precisely with contract schedules, mechanical specifications, and electrical schematics. (Primary Artifact: Three-Week Look-Ahead Schedules)
• Manage site logistics, equipment laydown, and material deliveries within the military installation to avoid base operational disruptions and secure access to work areas. (Primary Artifact: Site Logistics & Laydown Plans)
• Supervise the physical installation of photovoltaic (PV) arrays, carport solar structures, switching stations, and Battery Energy Storage Systems (BESS) to ensure correct mechanical mounting and structural integrity. (Primary Artifact: Structural Installation Checklists)

2. Quality Control & Design Integration

• Partner with the Quality Control (QC) Manager to lead the Preparatory, Initial, and Follow-up phases of the USACE/NAVFAC 3-Phase Control System to verify that civil, structural, and electrical installations meet contract quality standards. (Primary Artifact: Completed 3-Phase Quality Checklists)
• Inspect all civil and electrical works, including conduit routing, cable pulling, and switching station foundations, to ensure strict adherence to approved Issued-for-Construction (IFC) drawings and specifications. (Primary Artifact: Field Drawing Redlines / Markup Logs)

3. Safety Enforcement & Compliance

• Enforce site safety compliance with the EM 385-1-1 Safety and Health Requirements Manual to mitigate field hazards, maintain a zero-incident safety culture, and prevent government-issued stop-work actions. (Primary Artifact: Activity Hazard Analyses [AHAs])
• Conduct daily safety walk-throughs and subcontractor safety tool-box meetings to document, track, and correct hazardous field conditions immediately. (Primary Artifact: Safety Corrective Action Logs)

4. Contract Documentation & Reporting

• Compile and execute daily production reports capturing weather, headcount, equipment logs, and work progress to establish the project's official system-of-record. (Primary Artifact: Daily Construction Reports [DCRs])
• Generate subcontractor punch-lists and technical deficiency notices to ensure all construction deviations are resolved prior to final NAVFAC inspection and client acceptance. (Primary Artifact: Project Punch-Lists and Non-Conformance Reports [NCRs])

Required Qualifications

• Experience Threshold (General): Minimum ten (10) years of documented experience in general construction.
• Experience Threshold (Role): Minimum five (5) years of experience serving as a Lead Construction/Project Superintendent.
• Safety Credentials: Active OSHA 30-Hour Construction Safety certification (or documented ability to obtain the certification within 30 days of hire).
• Safety Standards: Documented working knowledge of US Army Corps of Engineers (USACE) or NAVFAC safety requirements (EM 385-1-1).
• Language Proficiency: Professional English fluency (written and verbal), sufficient to author technical reports and interface directly with U.S. Navy contracting officers.
• Security & Citizenship: Citizenship of a Greek, European Union (EU), or NATO country, with the ability to clear background checks for unescorted base access to NSA Souda Bay.

Preferred Qualifications

• Sector Experience: Prior experience directing construction activities on NAVFAC, USACE, or other U.S. Department of Defense (DoD) military infrastructure projects.
• Technical Experience: Documented experience supervising the installation of medium-voltage electrical systems, utility-scale Solar PV, Battery Energy Storage Systems (BESS), or utility switching stations.
• Advanced Safety: Active 40-Hour EM 385-1-1 Construction Safety Course certificate.
• Local Logistics: Current residency in Crete or mainland Greece, or experience managing subcontractors under Greek local labor guidelines.
