Role Overview

The Construction Quality Control (CQC) System Manager serves as the primary on-site quality authority for the P-999 Design-Bid-Build (DBB) Advanced Microgrid construction project at Naval Support Activity (NSA) Souda Bay in Crete, Greece. This role is responsible for planning, executing, and documenting the comprehensive project quality management program in strict compliance with NAVFAC UFGS 01 45 00.00 20 (Quality Control) specifications. To maintain required organizational independence, the CQC System Manager reports directly to the corporate Quality Assurance Director (or designated company officer) and maintains a collaborative, peer-level on-site interface with the Project Superintendent and Site Safety and Health Officer (SSHO).

Key Responsibilities

1. Three-Phase Control System Implementation

• Implement and manage the NAVFAC Three-Phase Control System (Preparatory, Initial, and Follow-up phases) across all identified Definable Features of Work (DFOW) to prevent construction deviations and ensure immediate alignment with contract specifications. • Convene and lead formal Preparatory Phase meetings with the Project Superintendent, SSHO, and subcontractor leads prior to starting any new segment of work to verify that design submittals are approved, field materials are on-site, and safety hazards are mitigated. • Execute and document Initial Phase inspections during the very first representative sample of physical installation to establish acceptable quality workmanship standards and verify compliance with Approved Construction Drawings. (Primary Artifact: Initial Phase Control Reports)
• Conduct daily Follow-up Phase inspections across active work areas to monitor continuous workmanship standards and ensure corrective actions are fully resolved. (Primary Artifact: Deficiency Tracking & Correction Logs)

2. Electrical, Solar, and Microgrid Quality Control

• Perform visual and technical quality inspections of solar PV arrays, carport structures, and mounting assemblies to verify structural alignment, torque settings, and compliance with structural load plans. (Primary Artifact: Structural & PV Torque Inspection Checklists)
• Inspect all civil electrical trenching, underground conduit routing, cable pulling, and switching station foundations to ensure physical installations match approved electrical schematics and medium-voltage specifications. (Primary Artifact: Conduit Run & Foundation Inspection Records)
• Monitor physical installations of Battery Energy Storage Systems (BESS) and utility switching station controls to verify environmental protection, proper spacing, and safe integration into the existing base utility network. (Primary Artifact: BESS Installation & Interconnection Logs)

3. Testing Coordination, Commissioning & Documentation

• Maintain and update the master Project Submittal Register (Form 4025) to track, review, and coordinate the prompt approval of technical data sheets, test plans, and material samples. (Primary Artifact: Approved NAVFAC Form 4025 Records)
• Compile and submit comprehensive daily Contractor Quality Control (CQC) Reports capturing all inspections, testing logs, personnel counts, and weather delays to maintain the contractually mandated daily system-of-record. (Primary Artifact: Daily CQC Reports)
• Oversee and certify on-site third-party testing programs, including electrical continuity testing, insulation resistance testing (megger testing), concrete cylinder breaks, and soil compaction tests, to ensure official compliance with engineering tolerances. • Establish and execute the final project punch-list process with NAVFAC EURAFCENT representatives to document resolved items and facilitate final client handover and project acceptance. (Primary Artifact: Project Punch-List & Handover Package)

4. Quality Enforcement & Administrative Interface

• Issue and enforce formal Non-Conformance Reports (NCRs) within the contractor organization to halt non-compliant on-site activities and mandate immediate corrective measures. (Primary Artifact: Non-Conformance Reports [NCRs])
• Lead weekly CQC coordination meetings with NAVFAC representatives, the Project Superintendent, and major subcontractors to review look-ahead QA/QC requirements and resolve pending technical issues. (Primary Artifact: Weekly CQC Coordination Minutes)

Required Qualifications

• Experience Threshold (General): Minimum ten (10) years of combined construction experience in roles such as Superintendent, Quality Control Manager, Project Manager, Project Engineer, or Construction Manager.
• Experience Threshold (Role): Minimum four (4) years of experience serving as the primary on-site Construction Quality Control (CQC) System Manager.
• Mandatory Training: Successful completion of the "Construction Quality Management (CQM) for Contractors" course, with a valid certificate issued by USACE or NAVFAC (or documented commitment to obtain certification within 90 days of contract award).
• Technical Compliance Knowledge: Demonstrated experience applying NAVFAC UFGS 01 45 00.00 20 (Quality Control) specifications and U.S. military construction standards.
• Language Proficiency: Professional English fluency (written and verbal), sufficient to author technical reports and interface directly with NAVFAC contracting officers.
• Security & Citizenship: Citizenship of a Greek, European Union (EU), or NATO country, with the ability to clear background checks for unescorted base access to NSA Souda Bay.

Preferred Qualifications

• Agency Experience: Prior experience directing CQC systems on NAVFAC EURAFCENT or USACE projects within the Mediterranean region.
• Technical Domain Expertise: Proven QC management experience on medium-voltage utility systems, electrical substations, utility-scale photovoltaic (PV) generation, and commercial Battery Energy Storage Systems (BESS).
• Academic Foundation: Bachelor’s Degree in Civil Engineering, Electrical Engineering, or Construction Management.
