The Senior Office Engineer is responsible for directing and executing document control, project administration, and database management for construction and engineering projects at the James J. Rowley Training Center (JJRTC). Reporting to the Lead Project Manager, this position acts as the administrative engine of the facility engineering support team, ensuring that all communications, requests, and technical deliverables flow systematically and on schedule between the contractor, the Project Managers, and the Contracting Officer’s Representative (COR).
Key Responsibilities
Technical Cluster 1: Document Control & Distribution
● Log, route, and track the suspense status of all incoming and outgoing construction documentation, including contractor submittals, Requests for Information (RFIs), change order proposals, and independent government cost estimates (IGCEs), to maintain continuous administrative progress.
● Distribute reviewed project deliverables and administrative documents to designated technical staff and Government representatives within 48 hours of receipt to prevent schedule delays and meet contractual turnaround obligations.
● Audit and update the contractor's master submittal register in real-time to verify that the contractor is submitting technical data sheets, shop drawings, and samples in complete alignment with technical specifications.
Technical Cluster 2: Database Management & Performance Reporting
● Build and maintain structured electronic directories on the network shared drive, serving as the single, organized system-of-record for safety reports, daily QA logs, drawing markups, and contractual letters.
● Consolidate administrative logs and field data into weekly, monthly, and closeout project status reports to support the Project Manager and COR in evaluating contractor performance metrics and billing verifications.
● Manage and track the technical submittal workflow using relational databases and tracking spreadsheets to identify pending approvals, late reviews, or scheduling risks.
Technical Cluster 3: Access Control & Administrative Support
● Process campus access request paperwork and security screening credentials for contractor personnel, consultants, and delivery drivers to ensure compliance with USSS physical security and suitability assessment protocols.
● Assemble and catalog completed project closeout packages, including as-built drawings, Operations & Maintenance (O&M) manuals, and warranties, to facilitate the formal handover of completed facilities to the Government's maintenance archives.
Required Qualifications
● Education: Bachelor’s degree in Business Administration, Engineering Technology, Construction Management, or a related discipline, OR four (4) additional years of technical project control/administrative experience in lieu of a degree.
● Experience: Minimum of eight (8) years of document control, project administration, or database management experience supporting construction, engineering, or industrial utility operations.
● Technical Software: Demonstrated proficiency in managing complex filing hierarchies on network shared drives and operating Microsoft Excel for log compilation and data sorting.
● Turnaround Compliance: Proven track record of processing and routing administrative files under strict 48-hour service level agreements (SLAs).
● Security & Citizenship: U.S. Citizenship with the ability to successfully pass and maintain a United States Secret Service (USSS) High-Risk Tier 4 Public Trust suitability investigation.
Preferred Qualifications
● Prior experience working as an Office Engineer or Document Control specialist on federal construction, USACE, NAVFAC, or General Services Administration (GSA) facility projects.
● Familiarity with project management and document control software platforms (e.g., Primavera Submittal Exchange, Procore, Autodesk Construction Cloud, or Kahua).
● Basic understanding of construction terminology, permitting procedures, and the Federal Acquisition Regulation (FAR) submittal processes.
