Job Description: Quality Assurance (QA) Inspector

The Quality Assurance (QA) Inspector is responsible for verifying that construction contractors implement and execute effective Quality Control (QC) programs at the James J. Rowley Training Center (JJRTC). This position provides independent daily technical inspections, quality auditing, and construction reporting under the general guidance of the Lead Project Manager and the Contracting Officer’s Representative (COR). The QA Inspector ensures that all project materials, workmanship, and execution conform strictly to approved contract drawings, specifications, and federal standards.

Key Responsibilities

Technical Cluster 1: Field Inspection & Quality Control Oversight

●       Conduct daily physical inspections of active construction areas and materials to verify that all installation methods and physical materials conform strictly to approved contract drawings, technical specifications, and safety codes.

●       Monitor contractor field-testing activities and verify Quality Control (QC) procedures by performing witness testing, documenting results, and auditing the contractor's daily QC logs to confirm active compliance with the established QC plan.

●       Identify, document, and flag construction deviations, defective workmanship, or non-conforming materials to formally request corrective actions from the contractor's QC manager and prevent downstream rework.

Technical Cluster 2: Quality Assurance Planning & Reporting

●       Develop project-specific construction Quality Assurance (QA) Plans incorporating targeted inspection lists, testing protocols, reporting schedules, and corrective action workflows to outline the Government's surveillance methodology prior to construction initiation.

●       Author and submit comprehensive daily written QA reports documenting field conditions, weather, equipment utilization, labor headcount, discussions with contractor QC staff, and noted deficiencies within 48 hours of inspection to maintain an official, legally-binding contract record.

●       Maintain and update a centralized deficiency tracking database logging the description, status, and verification date of all corrective actions taken by the contractor to ensure 100% closeout of non-conforming items prior to payment recommendations.

Technical Cluster 3: Program Coordination & Constructability Support

●       Participate in pre-construction conferences and preparatory phase meetings for each major construction work item to establish quality benchmarks, clarify testing tolerances, and align performance expectations before field execution begins.

●       Perform constructability and technical reviews of project submittals and contractor shop drawings to verify engineering logic, identify potential interface conflicts, and ensure compliance with contract specifications.

Required Qualifications

●       Education: Bachelor’s degree in Construction Management, Civil/Mechanical/Electrical Engineering, or a related technical field, OR four (4) additional years of direct construction craft supervision and quality oversight experience in lieu of a degree.

●       Experience: Minimum of ten (10) years of construction management or construction craft supervision experience supporting commercial, industrial, or federal government facility projects.

●       Technical Writing: Documented track record of authoring technical inspection reports, compiling testing logs, and managing deficiency databases.

●       Operational Flexibility: Ability to work non-standard shifts, including nights and weekends, to align with contractor construction schedules and concrete pours or utility cutovers.

●       Security & Citizenship: U.S. Citizenship with the ability to successfully pass and maintain a United States Secret Service (USSS) High-Risk Tier 4 Public Trust suitability investigation.
